Crystal Dowd


Crystal Dowd, deputy director, holds an A.A. from Community College of Baltimore County. She was hired as the animal shelter division chief for the Linda L. Kelley Animal Shelter in 2017 and was quickly promoted to deputy director of animal services in 2018. In 2020, Dowd became one of approximately 200 individuals nationally to become a Certified Animal Welfare Administrator and graduated from Leadership of Southern Maryland 2021.  With over 10 years of leadership experience, she was integral to the development and framework for the operations of the Linda L. Kelley Animal Shelter and improvement of services for Calvert County Animal Control.  Dowd oversees the Animal Matters Hearing Board and the Animal Shelter Advisory Board.  She currently serves as Vice-President for the Professional Animal Workers of Maryland, a non-profit that encourages and assists in the professional development of organizations and individuals engaged in animal control, animal welfare, and sheltering.
